UKOM Appoints RAB Founder as Chairman

UKOM - the UK online measurement body - has appointed Douglas McArthur, founder and former CEO of the Radio Advertising Bureau (RAB), as its new Chairman, as it prepares for the January 2010 launch of the country's first web measurement currency.

Douglas McArthurUnder McArthur's leadership, UKOM's aim will be to deliver a planning system for digital display, digital video and mobile. He has been working with UKOM in a consultancy role since Mark Cranmer stood down earlier this year to join Aegis Media's digital agency network Isobar as CEO.

While head of the RAB, McArthur helped develop the radio audience measurement system RAJAR. In 2006, he launched his own marketing consultancy - Planning for Results. Earlier in his career, McArthur worked as a marketer with Procter & Gamble, Scottish and Newcastle, and Campbell's Soups, and as an Account Planner for several major agencies. In the 2001, he was awarded the OBE for Services to Radio Advertising.

Nielsen, which was awarded UKOM's Audience Planning System (APS) contract at the end of last month, is tasked with delivering an industry-agreed system allowing advertisers and their agencies to plan online campaigns targeting specific audiences.

On Friday, the firm underlined its commitment to the panel-based methodology it will use for the APS, following competitor comScore's proposal of a 'person-centric' approach using a hybrid technique employing cookie deletion.
