To complete our team, based in Timisoara and support our growth in Europe, we are looking for a Technical Program Manager. As a Technical Program Manager, you will be part of the team driving various technical initiatives around Toluna web based products. You will facilitate cross functional efforts and contribute in ideation, scoping, architecture, design, delivery, and monitoring of complex technical solutions within a large scale AWS based platform powered by modern technologies (including .NET, React and more). You will proactively identify improvements to day-to-day engineering operations and support their planning, implementation, and adoption. Your will ensure exceptional communication on the project and program status to the management and key stakeholders.

Your key responsibilities will include a subset of the following:

• Collaborating and facilitating technical and non-technical discussions between development, QA, devops, IT, support, and product teams, internally and externally, ensuring timely involvement of relevant parties
• Contributing to establishing and maintaining healthy and efficient relationship between Toluna in-house and outsourcing software engineering teams in multiple locations
• Ensuring continuous adherence to established operational excellence standards and processes from all team members, internal and external
• Establishing, promoting, and supporting continuous monitoring of Toluna platform engineering KPIs and their goals
• Driving scoping, planning, and documentation process for complex software solutions in collaboration with technical teams and product management
• Organizing and tracking projects and program jobs and their progress and risks
• Anticipating and solving project escalations, including hands-on troubleshooting and debugging complex technical issues
• Keeping program participants, management, and key stakeholders informed on the program status through agreed communication channels

Our perfect match:

• College or University degree in Computer Science or a related discipline or a proven track record of
• related experience
• Experience in software development or QA automation - ability to read and interpret code written by
• others (C# .NET, Java)
• Expert planner with business process definition experience in software development field with a strong
• technical aptitude
• Strong organizational skills, with particular emphasis on attention to detail and ability to influence and
• challenge technical decisions without direct authority
• Outstanding communication skills
• Excellent written and verbal English

Nice to have:

• Basic understanding of AWS (or another cloud provider) terminology and common processes
• Understanding of market research products
