Kantar Public Adds Three to Policy Evaluation Team

Kantar Public has appointed three senior policy evaluation experts - Richard Lloyd as Senior Director in its Evaluation practice in London, Leong Chan-Hoong as Head of Policy Evaluation and Data Analytics in Singapore, and Laetitia Dansou as Director of Policy Evaluation in France.

Established in 2016, Kantar Public pools expertise from around the group to offer advice on the delivery of public policy, services and communications. Lloyd joins from ICF Consulting, bringing more than 30 years' experience in directing evaluation studies for public sector clients across the UK and EU. His background includes designing and directing complex, large scale, multi-partner process, impact and economic evaluation studies, across a wide range of policy areas. In his new role, Lloyd will help grow Kantar Public's end-to-end evaluation offer with UK government clients.

Chan-Hoong was previously Associate Professor at the Centre for Applied Research at Singapore University of Social Sciences, and Senior Research Fellow and Head of Social Lab at the Institute of Policy Studies, National University of Singapore. He will now focus on integrating and triangulating multiple data sources to better support public policy makers. Dansou joins from consultancy Semaphores, where she was responsible for the strategic and operational development of evaluation studies. Since 2013, she has taught the module on Evaluation studies for Political Science at the Sorbonne University. At Kantar Public, Dansou will focus on measuring the utility of evaluations across diverse and multi-stakeholder public policy areas in France.
