UKOM, the body which defines and governs Britain's online audience measurement standard, has issued a Request For Proposal (RFP) for a new research partner contract to run from January 2021. Comscore is the incumbent.
UKOM is equally co-owned by the Association of Online Publishers (AOP), the Internet Advertising Bureau (IAB) and the Incorporated Society of British Advertisers (ISBA); and was formed in 2009 to provide 'consistent, transparent online audience measurement' for the country. The body works with a 'provision partner' to deliver a hybrid approach combining machine-driven analysis and audience data from a people panel.
Comscore first won the contract in 2012, then again in 2015 for a minimum of three years. UKOM says given the 'significant evolution in devices, content, advertising opportunities and online audience behaviour' since then it wishes 'to explore all audience measurement capabilities available in the market'.
The organisation, which appointed former ITV, MindShare and Turner exec Ian Dowds (pictured) as its first CEO in September 2015, is inviting Comscore and other interested parties to contact tender@ukom.uk.net and will require responses to the RFP by 12:00pm on 28th February.
